ഇന്ത്യയില്‍ ജനാധിപത്യത്തിന്റെ പിറവി സംഭവിക്കുന്നത് ഭരണഘടനയിലാണെന്ന് പറയാറുണ്ട്. അതിനു മുന്പ്, സ്വാതന്ത്ര്യസമരകാലത്ത് പോലും, ജനാധിപത്യത്തെക്കുറിച്ച് ഭൂരിപക്ഷം ഇന്ത്യക്കാരും അജ്ഞരായിരുന്നു. നേതാവിന്റെ വാക്കുകള്‍ താഴെ തട്ടിലുള്ളവര്‍ അനുസരിക്കുകയെന്നതില്‍ കവിഞ്ഞു ക്രിയാത്മകമായ കൂടിയാലോചനകളോ പ്രാതിനിധ്യ സ്വഭാവമുള്ള ചര്‍ച്ചകളോ ഇവിടെ നടന്നിരുന്നില്ല. ലോകത്ത് മറ്റൊരിടത്തുമില്ലാത്ത വിധം വിവിധ ജാതികളില്‍ ജഡങ്ങളായി ജീവിക്കുകയായിരുന്നു ഇവിടുത്തെ മനുഷ്യര്‍. ഇന്നും മുഖ്യധാര രാഷ്ട്രീയപാര്‍ട്ടികളുടെ തീരുമാനമെടുക്കുന്ന ഉന്നതാധികാര സമിതികളില്‍ എത്ര ദളിത്‌, ആദിവാസി പ്രാതിനിധ്യമുണ്ടെന്ന് വീക്ഷിക്കുന്നതില്‍ നിന്ന് തന്നെ അന്നത്തെ സ്ഥിതി എത്രത്തോളം ദയനീയമായിരിക്കുമെന്ന് ഊഹിക്കാവുന്നതേയുള്ളൂ.
എന്നാല്‍ ബാബാസാഹിബ് അംബേദ്‌കറിലൂടെ രൂപം കൊണ്ട സവിശേഷമായ ഭരണഘടന, നിയമങ്ങളും ചട്ടങ്ങളും എന്നതിലപ്പുറം പല പുതിയ ആശയങ്ങളും ഇന്ത്യക്കാര്‍ക്ക് സംഭാവന ചെയ്യുകയായിരുന്നു. ഭരണഘടന അടിമുടി ഒരു പാഠപുസ്തകമാവുന്ന അപൂര്‍വ്വത ഇന്ത്യന്‍ ഭരണഘടനയുടെ പ്രത്യേകതയാണ്.
കോൺസ്റ്റിറ്റ്യുവൻറ് അസംബ്ലിയിൽ 1949 നവംബർ 25- ന് നടത്തിയ പ്രസംഗത്തില്‍ പോലും അദ്ദേഹം പറയുന്നത്, “പൗരന്മാർ മഹാനായ ഒരു മനുഷ്യന്റെ കാൽക്കൽപ്പോലും സ്വാതന്ത്ര്യങ്ങൾ അടിയറ വെക്കരുത് എന്നാണ്”. നിരവധി ആള്‍ദൈവങ്ങള്‍ക്കും പുരോഹിതര്‍ക്കും മത,രാഷ്ട്രീയ നേതാക്കള്‍ക്കും ബ്രാഹ്മണ്യത്തിനും മുന്നില്‍ പഞ്ചപുച്ഛമടക്കി ശീലിച്ച ഇന്ത്യന്‍ ജനതക്ക് നല്‍കാന്‍ ഇതിലും വലിയ ഒരു സന്ദേശമുണ്ടോ എന്ന് സംശയമാണ്.
ജനാധിപത്യം പോലെ തന്നെ, ഭരണഘടനയിലൂടെ നിലവില്‍ വന്ന മറ്റൊന്നാണ് ഇന്ത്യന്‍ മതേതരത്വവും. ഇതിനു ഗാന്ധിയുടെയും നെഹ്രുവിന്റെയും പ്രത്യക്ഷപിന്തുണ കൂടിയുണ്ടായിരുന്നു. ഇന്ത്യയിലെ ബഹുവിധമായ വിശ്വാസങ്ങൾക്ക് ഒരു സ്വതന്ത്രരാഷ്ട്രത്തിൽ ശാന്തിയോടെ സഹവർത്തിക്കാനാകണം എന്നൊരു നിബന്ധന ആദ്യമേ ഗാന്ധിജിക്കുണ്ടായിരുന്നു. ഒരു മതാത്മക രാജ്യത്ത് മതേതര ഭരണകൂടം സൃഷ്ടിക്കുക എന്നതായിരുന്നു സ്വാതന്ത്ര്യ ഇന്ത്യ അഭിമുഖീകരിച്ച ഏറ്റവും വലിയ വെല്ലുവിളിയെന്ന് നെഹ്രുവും പ്രസ്താവിച്ചിട്ടുണ്ട്.
ഭരണഘടനയുടെ മുഴുവന്‍ അന്തഃസത്തയും 58 വാക്കുകളുള്ള ഒരു വാചകത്തില്‍ മനോഹരമായ രീതിയില്‍ ആമുഖമായി ചേര്‍ത്തിരിക്കുന്നതില്‍ ഇന്ത്യന്‍ മതേതരത്വം കൃത്യമായി നിര്‍ചിച്ചിട്ടുണ്ട്. We, The People of India… എന്ന് പറഞ്ഞു തുടങ്ങുന്ന പ്രീആമ്പിളില്‍, ഇന്ത്യയെ ഒരു പരമാധികാര, സ്ഥിതിസമത്വ, മതേതര, ജനാധിപത്യ, റിപബ്ലിക്കായി സംവിധാനം ചെയ്യുവാനും, പൗരന്മാര്‍ക്കെല്ലാം തങ്ങളുടേതായ ചിന്തയ്ക്കും ആശയപ്രകടനത്തിനും വിശ്വാസത്തിനും മതനിഷ്ഠക്കും, ആരാധനക്കും ഉള്ള സ്വാതന്ത്ര്യവും പദവി-അവസര, സാമ്പത്തിക സമത്വങ്ങള്‍ക്കും വ്യക്തിയുടെ അന്തസ്സും രാഷ്ട്രത്തിന്റെ ഐക്യമുറപ്പുവരുത്തിക്കൊണ്ട് സാഹോദര്യം പുലര്‍ത്തുവാനും സഗൗരവം തീരുമാനിച്ചിരിക്കുന്നു എന്നും വ്യക്തമായി പറയുന്നുണ്ട്.
ഇവ നടപ്പില്‍ വരുത്തുന്നതിനാവശ്യമായ വിശദാംശങ്ങളാണ് ഭരണഘടനയുടെ ബാക്കി ഉള്ളടക്കത്തില്‍ നല്‍കിയിരിക്കുന്നത്. അഥവാ ഇന്ത്യയുടെ അവസ്ഥയും മനസ്സും തിരിച്ചറിഞ്ഞു, അപാരമായ വിജ്ഞാനവും നെഞ്ചുലക്കുന്ന അനുഭവങ്ങളും വിശാലമായ വായനയുമുണ്ടായിരുന്ന ബാബാസാഹിബും പുരോഗമനവാദിയായിരുന്ന നെഹ്രുവും ഇന്ത്യയുടെ ആത്മാവ് തൊട്ട ഗാന്ധിജിയും ഐകകണ്‌ഠ്യേന യോജിച്ചു നിലവില്‍ വന്ന ഒന്നാണ് ഇന്ത്യന്‍ മതേതരത്വം എന്നര്‍ത്ഥം. സ്വാതന്ത്ര്യാനന്തരം ആന്തരിക ശൈഥില്യങ്ങളാല്‍ താമസം വിനാ നശിക്കുമെന്ന പാശ്ചാത്യ ധാരണക്ക് വിരുദ്ധമായി ഇന്ത്യ ഇത്രയും കാലം അത്ഭുതകരമായി അതിജീവിച്ചു എന്നതിന് ഈ മതേതരത്വ സവിശേഷതയല്ലാതെ വേറെ വിശദീകരണം ആവശ്യമില്ല.
ഇന്ത്യയിലെ ജനാധിപത്യം തകര്‍ത്ത് പൂര്‍ണ്ണഅധികാരവും അധീശത്വവും സ്ഥാപിക്കണമെന്നു ആഗ്രഹിക്കുന്ന ഏതൊരു ഗ്രൂപ്പും ആദ്യം ആക്രമിക്കുക ഇന്ത്യന്‍ മതേതരത്വത്തെയാകും. സവിശേഷമായ ഈ സെക്കുലറിലസത്തിന്റെ നാശത്തോടെ മാത്രമേ തങ്ങളുടെ ഏകശിലാ, ഏകാധിപത്യ സാമ്രാജ്യം കെട്ടിപ്പടുക്കാന്‍ കഴിയൂ എന്ന് ജനാധിപത്യ ശത്രുക്കള്‍ക്ക് നന്നായി അറിയാം. ദൗര്‍ഭാഗ്യവശാല്‍ ഈ ശത്രുക്കള്‍ ഇപ്പോള്‍ പ്രവര്‍ത്തിക്കുന്നത് ഇന്ത്യക്കകത്ത് നിന്ന് തന്നെയാണ്. ഇന്ത്യയെന്ന ഏറ്റവും വലിയ ഡെമോക്രാറ്റിക് സെക്കുലര്‍ രാജ്യത്തെ തകര്‍ത്തു ഹിന്ദു രാഷ്ട്രമെന്ന ഏകശിലാ രാജ്യമാണ് അവരുടെ സ്വപ്നം. ഭരണഘടനയെ തകര്‍ത്തു അങ്ങനെ ഒരു മത രാഷ്‌ട്രം നിലവില്‍ വരികില്‍, അടുത്ത നിമിഷം തന്നെ ആളുകളെല്ലാം വിവിധ ജാതികളിലേക്കും ഗോത്രങ്ങളിലേക്കും അതുണ്ടാക്കുന്ന ഉച്ച നീചത്വങ്ങളിലേക്കും കൂടുതല്‍ ശക്തിയായി തിരിച്ചു പോകുകയും, ഇന്ത്യ വിട്ടുപോകുമ്പോള്‍ ബ്രിട്ടീഷുകാര്‍ സ്വപ്നം കണ്ടപോലെ , ആന്തരിക ശൈഥില്യത്തിലേക്ക് രാജ്യം കൂപ്പുകുത്തുകയും ചെയ്യും. വിവിധ മതഗ്രൂപ്പുകളായും ഗോത്രങ്ങളും ജാതികളും ഉപജാതികളുമായും ജനങ്ങള്‍ വിഘടിക്കുകയും രാജ്യം നിരന്തര സംഘര്‍ഷത്തിലേക്ക് എടുത്തെറിയപ്പെടുകയും ചെയ്യും.
ഒരു മതരാഷ്ട്രത്തിലെ ക്ഷേമപ്രവര്‍ത്തനങ്ങള്‍ ജാതിയില്‍ ഉയര്‍ന്നവര്‍ക്കും മത ചിഹ്നങ്ങള്‍ക്കുമായി ചെലവഴിക്കപ്പെടുക വഴി രാജ്യത്ത് മുരടിപ്പും അസമത്വവും വര്‍ദ്ധിച്ചു വരുന്നതിനു പുറമേയായിരിക്കും അവസാനമില്ലാത്ത ഈ ആന്തരിക സംഘര്‍ഷങ്ങള്‍. നിലവിലെ ഹിന്ദുത്വ സര്‍ക്കാറിന്റെ ചെയ്തികളില്‍ അതിന്റെ സൂചനകള്‍ കാണാം. നർമദാ തീരത്ത് 3500 കോടിയിലധികം ചിലവഴിച്ച് നിർമിച്ച പട്ടേൽ പ്രതിമ ഇന്ന് വെള്ളത്തിൽ മുങ്ങി നാശമായി കിടക്കുകയാണ്. അതെ സമയത്ത്, ഏതാണ്ട് അതേ തുക ചിലവഴിച്ച് മതേതരവാദിയായ പണ്ഡിറ്റ് ജവഹർലാൽ നെഹ്‌റു സ്ഥാപിച്ച എയിംസ് ആശുപത്രി അനേകായിരം പേര്‍ക്ക് ആശ്വാസമായി രാജ്യതലസ്ഥാനത്ത് അഭിമാനത്തോടെ തലയുയര്‍ത്തി നില്‍ക്കുന്നു. ലോക രാജ്യങ്ങള്‍ കൊറോണയെ നേരിടാനും അതിന്നിരയായി തൊഴിലും അന്നവും നഷ്ടപ്പെട്ട ജനങ്ങളെ തിരിച്ചു കൊണ്ട് വരാന്‍ ശ്രമിക്കുമ്പോള്‍ രാമക്ഷേത്ര നിര്‍മ്മാണമെന്ന കാര്യത്തിലേക്ക് മുഴുവന്‍ ശ്രദ്ധയും നല്‍കിയിരിക്കുകയാണ് കേന്ദ്രസര്‍ക്കാര്‍. ജനാധിപത്യ പ്രക്രിയയിലൂടെ ഭരണത്തില്‍ വന്നിട്ടുപോലും ഇതാണ് ചെയ്തികളെങ്കില്‍ ഹിന്ദുരാഷ്ട്രമെന്ന എകാധിപത്യത്തിലേക്ക് വഴിമാറിയാല്‍ എന്താകുമെന്നു ലളിതമായി ആലോചിക്കാവുന്നതേയുള്ളൂ.
ബ്രാഹ്മണിക്കല്‍ ഹിന്ദുത്വത്തിന്റെ കടുത്ത വിമര്‍ശകനും ഇന്ത്യന്‍ ദേശീയത, മതേതരത്വം, എന്നിവയുടെ വക്താവുമായിരുന്ന അംബേദ്‌കറുടെ ശവകുടീരത്തിന് മുകളിലൂടെ മാത്രമേ ബ്രാഹ്മണിക്കല്‍ ഐഡിയോജിയും ഹിന്ദു ദേശീയതയും അടിസ്ഥാനമാക്കിയുള്ള ആര്‍എസ്എസ് പദ്ധതി നടപ്പിലാവുകയുള്ളൂ. ആത്മഹത്യാപരവും പിന്തിരിപ്പനും ഫാസിസ്റ്റ് നിറമുള്ളതുമായ അത്തരം നീക്കത്തെ എതിര്‍ത്ത് തോല്‍പ്പിക്കുക എന്നത് എല്ലാ ജനാധിപത്യ വിശ്വാസികളുടെയും ഉത്തരവാദിത്വമാണ്. മതേതര ചേരിയെ ശക്തിപ്പെടുത്തുക എന്നത് തന്നെയാണ് അതിനുള്ള മറുവഴി.
മതേതരത്വം സംരക്ഷിക്കേണ്ടത് ന്യൂനപക്ഷങ്ങളുടെ മാത്രം ബാധ്യതയാണോ എന്നൊരു ചോദ്യവും ഇടയ്ക്ക് മുഴങ്ങികേള്‍ക്കാറുണ്ട്. ആരുണ്ട്‌, ആരില്ല എന്നതിനെ അപ്രസക്തമാക്കും വിധം ഇന്ത്യയില്‍ ജീവിക്കുന്ന ഓരോരുത്തരുടെയും ചുമതലയാണത്. ഇന്ത്യന്‍ ഭരണഘടനയുടെയും സെക്കുലറിസത്തിന്റെയും തകര്‍ച്ച പിന്നീടൊരിക്കലും തിരിച്ചു വരാന്‍ കഴിയാത്ത വിധം ഈ രാജ്യം നശിച്ചു പോകുന്നതിനു തുല്യമാണ്. മഹാനായ ബാബാസാഹിബിന്റെയും നമുക്ക് സ്വാതന്ത്ര്യം നേടി തന്ന മറ്റു മഹാരഥന്മാരുടെയും ശവകുടീരങ്ങളിലേക്ക് തീകോരി ഒഴിക്കുന്നതിനു തുല്യമാണ്.
ഇന്ത്യന്‍ ജനാധിപത്യവും മതേതരത്വവും എന്തെന്ന് ശരിയായ രീതിയിൽ മനസ്സിലാക്കാതെ മതരാഷ്ട്ര സങ്കല്‍പം മനസ്സിലിട്ടു ഇന്ത്യയില്‍ ജീവിക്കുന്നത് ലോകത്തെ ഏറ്റവും വലിയ ജനാധിപത്യ രാഷ്ട്രത്തിൻ്റെ ആണിക്കല്ലിളക്കുന്ന പ്രവൃത്തിയാണ്. നിലപാട് വ്യക്തമായി തിരുത്തിയില്ലെങ്കില്‍ ഇവരുടെ ചിന്തകൾ ഇന്ത്യന്‍ ജനാധിപത്യത്തിനും മതേതരത്വത്തിനും ഏല്പിക്കുന്ന പരുക്ക് നിസ്സാരമാവില്ല എന്ന് കൂടെ പറയേണ്ടി വരും.
